Man, is a social animal. The activities of man in society are to be properly organized and managed. Without proper organization and management, it becomes difficult for men to live together. As already said Administration is, therefore, a necessary activity of every human grouping. It involves rational organization and management of men and material. The administration may thus be categorized as public or private. When it refers to the activities of a household, club, corporation or company which are private organizations , it is called Private Administration; but when it refers to the activities of the State performed by the central, provincial or local government, it is called Public Administration. The scope of our present work is mostly confined to the study of the latter, viz.
i Professor L. iii Gladden gives a brief definition of Public Administration when he says that it is concerned with the administration of the government. In its broadest sense it denotes the work involved in the actual conduct of governmental affairs, regardless of the particular branch of government concerned. In its narrowest sense it denotes the operations of the administrative branch only. As students of Public Administration we are concerned with the narrowest meaning of the term. vi Marshall E. It deals with the problem and powers, the organization and techniques of management involved in carrying out the laws and policies formulated by the policy making agencies of government. Public Administration is law in action.
It is the executive side of government. viii Prof. xii G. The above definitions point out that the term Public Administration has been used in two senses. In the wider sense it includes all the activities of the government whether falling in the sphere of the legislative, executive or judicial branch of the government. The wider view has been taken by J. Hodgson, L. White, Woodrow Wilson, Pfiffner and Marshall Dimock, authorities on the discipline viz. In the narrow sense public administration is concerned with the activities of the executive branch only. This view has been taken by Gulick, Simon, Willoughby, Fayol, Ordway Tead and M. A wider view of public administration so as to include the activities of all the three branches of the government on their agencies whether international, regional, local or national in their scope will make the subject unwieldy.
However, Public administration is mainly defined as government in action. As such it is concerned mostly with the execution and implementation of the government activity. It is the executive, the operative and the most obvious part of the government. Public Administration is concerned with such questions as how law should be administered with equity, speed and without friction. It is the systematic execution of the will of the people which has been discovered, formulated and expressed in the form of laws by the legislature. The assessment and rating of taxes, for instance, the hanging of criminal, the delivery of mails, the recruitment of army are all acts of Public Administration.
Thus it may be said that Public Administration is the non-political machinery of the Government carrying on its work for the welfare of the people according to the laws set up by the State. It is the permanent executive as distinguished from the political one. We must, at this stage, also be clear that Public Administration has to do with people and not with things. There is a school of thought which holds that in the future the tendency will be from the administration of persons towards the administration of things. That is not a correct view and hardly appeals to logical mind.
Things may be arranged but ultimately it is the participation of the human element that matters. Things, no doubt, are of great importance to the administrator who arranges them but they cannot be administered by him. Administration has to do with human beings for which it is meant. It is managed by human beings, and it serves human beings. It is essentially a matter of social relationships. It must not also be forgotten that the administrator is neither a philosopher nor a politician but the non-political aspect of the executive. He should administer law as it is. It is none of his business to criticize the acts and policies of the government. He should accept an exile from party politics and devote his attention to the sincere performance of his duties.
According to modern authorities, the subject Public Administration is being put to two usages it is an activity and it also refers to the discipline of intellectual inquiry and study. For instance, enforcement of law and order is an activity and is part of Public Administration. Public Administration is also discipline like Economics, Sociology, and Political Science etc. and as such is a subject of study. It studies these activities and functions, frames concepts, formulates theories and shapes models.
ii Covers all three branches — executive, legislative and judicial and their inter-relationship;. iii Has an important role in formulation of public policy and is thus part of the political process;. v As a field of study and practice has been much influenced in recent years by the human relations approach;. vi Is closely associated with numerous private groups and individuals in providing services to the community. There are two divergent views regarding the nature of Public Administration. These views are:. According to this view, public administration is a sum-total of all the activities undertaken in pursuit of and in fulfillment of public policy. These activities include not only managerial and technical but also manual and clerical.
Thus the activities of all persons from top to bottom constitute administration although they are of varying significance to the running of administrative machinery. Prof L. White adopts this view of public administration. This definition covers a multitude of particular operations in many fields—the delivery of letter, the sale of public land, the negotiation of a treaty, the award of compensation to an injured workman, the quarantine of a sick child, the removal of litter from a park, manufacturing plutonium, and licensing the use of atomic energy.
According to this view, the work of only those persons who are engaged in the performance of managerial functions in an organisation constitute administration. It is those persons who shoulder the responsibility of keeping the enterprise on even keel and to run it most efficiently. Their job is to plan, programme and organize all the activities in an organisation so as to achieve the desired ends. Simon, Smithburg and Thompson subscribe to this view of administration. Luther Gulick also writes the same way. The above two views differ from each other in many ways. The integral view includes the activities of all persons engaged in administration whereas the managerial view restricts itself only to the activities of a few persons at the top.
The integral view postulates all types of activities from manual to managerial; from non-technical to technical whereas managerial view takes into account only the managerial activities in an organisation. Furthermore, administration, according to integral view, would differ from one sphere to another depending upon the subject-matter whereas that will not be the case according to managerial point of view, because the managerial view is identified with the managerial techniques common to all the fields of administration. Luther Gulick defines these techniques by the letters of the word: POSDCoRB which means Planning, Organisation, Staffing, Direction, Coordinating, Reporting and Budgeting.
Neither of the above views is without defects. The correct meaning of the term administration would depend upon the context in which it is used. Broadly speaking, Public Administration embraces the entire area and all the activity of the government. As such it is not concerned with all the acts of the three branches of government but studies only a part of the executive branch, i. Public Administration is in fact the executive in action. It does not include the study of judicial or legislative administrations, although they too share in the implementation of public policy. We study in it the actual administration or the actual administrative machinery of the State.
Several writers have defined the scope of public administration in varying terms and to varying lengths. Planning means the working out in broad outline the things to be done, the method to be adopted to accomplish the purpose. Organization means the establishment of the formal structure of authority through which the work is sub-divided, arranged, defined and coordinated. Coordinating means inter-relating the work of various divisions, sections and other parts of the organisation. Reporting means informing the agency to whom the executive is responsible about what is going on.
According to Gullick, the POSDCoRB activities are common to all organizations. They are the common problems of management which are found in the different agencies regardless of the peculiar nature of the work they do. The POSDCoRB view of the scope of public administration overlooks the fact that different agencies are faced with different administrative problems which are peculiar to the nature of the services they render and the functions they perform. One blade may be knowledge of the fields covered by POSDCoRB the other blade is knowledge of the subject-matter in which these techniques are applied. It refers to the tools with whose help administrative work is carried out, e.
It is the pivot around which administration revolves. Without it personnel cannot be employed and work cannot be performed. It implies internal control as well as external responsibility to law courts, legislature and the people. Viewed from the jurisdictional point of view, the sphere of public administration includes the central government, state government, its regional and local authorities and also the public corporations. A more comprehensive account of the scope of Public Administration has been given by Walker by dividing it into two parts:.
It includes the study of structure, organization, functions, and methods of all types of public authority engaged in carrying out the administration at all levels, i. Further, it is a study of all problems connected with external control of Parliament and the Cabinet over administration, internal control of administrative machinery, judicial control over administration, administrative tribunals, planning, programming and execution of public actions, recruitment of personnel and problems connected therewith, research, information, public relations, etc. The emphasis is to find out certain principles of administrative actions which can be usefully applied in practical administration.
However, Walker has made an attempt to classify the main forms of applied administration on the basis of ten principal functions which he calls as political, legislative, financial, defensive, educational, social, economic, foreign, imperial and local. It includes a study of executive-legislature relationship, politico-administrative activities of the cabinet, minister-official relationships, etc. It includes delegated legislation, preparatory work done by the officials in drafting of bills for enactments, etc. It includes the whole of financial administration from preparation to the enactment of budget, etc. All administration in the social field such as housing, food, social security and employment, etc.
It covers all administrative activities in the economic field, i. It covers foreign administration which includes international co-operation, international agencies for international peace and prosperity, diplomacy, etc. Although there is much of overlapping in the classification of Walker, it is a good attempt at an exhaustive definition of applied administration. The present administrator is concerned not only with developing the administrative techniques but it has also become important for him to study the ecological and human aspects of public administration. The study of environment in which the administration operates and the study of human behaviour cannot be ignored by the administrator of today.
In a more summarized form, we can sum up by saying that applied administration includes the study of administration in the various countries of the world, the study of various departments or services in the progressive states and the study of organization at various levels of governmental local, national and international, the appraisal of the historical development of administrative methods and techniques and the study of the problems connected with international organisations. It may also be remarked that Public Administration is only a means to the attainment of the objects of the State itself namely, the maintenance of peace and order, the progressive achievement of justice, the instruction of the young, protection against disease and insecurity, the adjustment and compromise of conflicting groups and interest—in short, the attainment of good life.
A century ago they expected chiefly to be let alone. Now they expect a wide range of services and protection. Throughout the world the demands made by people upon governments have continually increased and in time to come they would further increase. The expansion of governmental functions inevitably means more administrative agencies, more officials and more employees. The administrative system consequently grows and becomes diverse. Administration primarily is the direction of people in association to achieve some goal temporarily shared. It is the inclusive process of integrating human efforts so that a desired result is obtained. This controversy has cropped up because since times immemorial word science has been used for only physical sciences like Physics, Chemistry, Biology etc.
The characteristics of these sciences have come to be regarded as the standard criterion for judging the claims of other subjects aspiring to be categorized as sciences. The main characteristics are regularity, predictability, absence of normative value, reproducibility and exactness. The advocates of physical sciences emphasize that social sciences like Public Administration cannot claim to have these characteristics. Hence they are not prepared to categories them as sciences. There is a difference of opinion among the thinkers on whether Public Administration is a science or not. Most of them sharply refute its claim to be a science. Cohen also denies it the status of a science. Thinking implies creativeness, free will, valuing implies morality, conceptions of right and wrong.
It is submitted that the established techniques of science are inapplicable to thinking and valuing human being. Similarly Dr. Scientific method of study is inapplicable to the study of administrative phenomenon because values which are closely involved in administrative facts cannot be studied scientifically. Robert A. ii The nature of man in the area of public administration is better understood and his conduct is more predictable;. iii There is a body of comparative studies from which it may be possible to discover principles and generalities that transcend rational boundaries and peculiar historical experiences.
Thus those critics who are not prepared to categorize Public administration as a science mainly advance the following arguments to support their contention:. a Public administration is a species of human behaviour. As such, unlike that of physical phenomenon it is not subjected to uniformities of nature. Free will, choice, purpose and values play a vital role in its functioning. Its facts can neither be isolated nor measured nor classified with exactness as is the case with physical sciences like Physics and Chemistry. Law of gravitation in physics states things thrown above are attracted to the earth. Such an experiment wall yield the same result wherever it is made. Such an exactness is next to impossible in public administration as it deals with the human beings and their resultant behaviour.
No two persons can claim identity in their attitudes, perceptions, orientations and responses. Even the same person may react differently in two different situations or sometimes on two different days the same person in similar situation may act differently. In the latter case varying attitude may cause such results. b No agreed principles of public administration have been so far evolved. c Enunciation of set principles in public administration is not possible because administrative behaviour cannot be completely rational. Irrational elements of human nature viz.
d Contending that if public administration does not have principles today it is apt to have them in due course is said to be fallacious. No concept of public administration can be studied as an absolute constant. Environmental factors, social set up and circumstances of time affect public administrator a great deal. Hence it cannot have the same principles for all times to come. Moreover, principles for different brands of administration differ. For instance, principles pertaining to military organization cannot be the same as those of judicial and educational organization.
Hence principles of abiding nature cannot be laid down. If they are at all framed, they remain in the constant flux of changeability. e Predictability is not possible in public administration as it deals with human beings whose mind is most unpredictable. In natural science like Physics for instance according to Law of Gravitation, anything thrown up is attracted towards the earth. Wherever the experiment is performed, the result will remain the same. f Public administration has emanated from the cultural framework of the west. Hence, its principles and findings may not hold good in other parts of the globe where different cultures prevail. The critics thus conclude that public administration cannot be categorized as a science until the place of normative value is clearly identified; greater understanding of human nature in the field of public administration is gained; and a body of cross-cultural studies from which principles of administration are derived is developed.
Thus, according to these thinkers Public Administration is not a science. But there is another body of thinkers who consider it to be a science. To analyze and through analysis to understand and through understanding to make possible the final function of rational and creative action—this is the highest end which man can conceive for himself. Wallace B. It is vitally concerned in integrating other sciences, physical, biological and social, at the point where action is involved. As early as in , Woodrow Wilson, the pioneer of Public Administration, as a subject of study called it as the science of Public Administration.
Before we decide whether there is a science of administration or not, it is necessary to understand the meaning of the term, science. If by science is meant a conceptual scheme of things in which every particularity covered may be assigned a mathematical value, then administration is not a science. Others, on the other hand, claim that times change and the business-like approach is not only compatible with the practice in public administration but also presents particular benefits.
I am convinced that such polarization is unnecessary, and it is more than possible to find the middle ground. One of the articles that supports my vision is a paper by Kolthoff, Huberts, and Heuvel in which seamless integration is discussed. The most convincing argument that proves that the new public management model NPM does not pose a direct threat to the integrity of organizations deals with corruption. However, it is apparent that even before more frequent liaisons with the private sector, corruption had been plaguing public administration. Thus, the problem of corruption will not be solved by rejecting NPM. The most important step is deciding how exactly NPM is introduced and how ethical values are fostered.
To better understand how ethical issues might be addressed, one needs to overview the current tendencies of the public sector. First and foremost, it has become evident that throughout the past few decades, public administration management has turned from rules-oriented to result-oriented Snellman, Admittedly, public institutions pursue efficiency; however, there is a risk that such an approach will mean that the result justifies the means. However, one may also say that it may provide an organization with a positive turnover in which the management is no longer lenient towards the employees only because of their years-long commitment. Despite the presence of numerous ethical theories and proposed approaches, organizations are yet to be equipped with an effective tool to enhance the integrity and tackle corruption.
Tremblay, Martineau, and Pauchant argue that ideally, such a tool would help balance compliance and ethics, or external and internal control. The researchers claim that the new instruments should correspond to the growing complexity of the tasks and responsibilities of the private sector and become more diversified. Thus, they argue that the duality control model that only deals with extrinsic and intrinsic assessment is obsolete and should be replaced. What they offer in their paper fits within the concept of decentralization which was found moderately useful Snellman, Tremblay et al. Thus, the employees are likely to be more involved and follow the guidelines since their interests were heeded.
One cannot and should not underestimate the importance of sound public administration for communities. In recent years, the public sector has undergone radical changes that were in line with those in the private sector. The researchers have yet to come to a consensus: some studies showed that the entrepreneurial approach harms public organizations while others oppose such claims and call for a more effective integration of business-like methods. Lastly, if one puts the debate about rules- and goal-oriented processes in the public sector aside, another issue is to be examined which is the lack of an appropriate tool for maintaining ethical integrity.
